[Dev] The `github-actions[bot]` triggers about missing components unnecessarily

Describe the bug, including details regarding any error messages, version, and platform.

I've been labelling my PRs on @rok's fork for the appropriate component and when I make the PR the bot triggers rok#26 (comment) saying. This makes me sad as I'm following the instructions.

How did you create rok#14 ?
Our issue template and https://github.com/apache/arrow/blob/main/.github/workflows/issue_bot.yml set "component" automatically.

rok#14 was a sub-issue (so created through the GitHub UI) as part of rok#5
