@reuvenlax I realized this isn't independent of the changes I was staging for #31608 to support ordering key writes in the Beam sink for Pub/Sub and have rolled this commit into the change set for that PR at ahmedabu98#427. |

Pub/Sub validates the size of the ordering key and it counts towards the total payload size when validating messages.
