Try bumping up workflow timeouts

These seem to have been problematic for a while and switching to prism may have made the problem a bit worse.

I think it is - the grpc errors are suspicious. Temporarily reverting the core of this change here - #35610

Reverted the core prism changes in #35610 - I'll work on reenabling in #35621 (this may take a bit)
