This change replaces the now unmaintained `gradle/gradle-build-action` with `gradle/actions/setup-gradle`. Also remove the unmaintained `gradle/wrapper-validation-action` w/o a replacement, assuming apache#36771 is going in.

This is actually causing workflows like this https://github.com/apache/beam/actions/workflows/beam_PostCommit_Python_Examples_Flink.yml to fail. It seems that the action introduced here requires a newer version of runner image (the error is the same as #37115). |
