Dockerfile for generating TPC-DS data not working

Run docker build -t datafusion-benchmarks/tpcdsgen . according to the README.md under tpcds. tpctools v0.7.0 cannot be built currently.

The rustc in the image is too old to built tpctools v0.7.0. Although I upgraded it immediately, it doesn't make the Dockerfile work because there are more issues.

I will try if upgrading the dependencies (datafusion-contrib/tpctools#8) can fix the issue.

Okay. I verified it locally that after applying this patch (datafusion-contrib/tpctools#8) that upgrades dependencies on tpctools, and upgrading rust version to 1.86.0 in the Docker image, it can fix this build issue.
