It doesn't seem like this option is documented. However, Snowflake supports it, and we see such queries "in the wild."

Syntax:
CREATE TABLE ... ON COMMIT PRESERVE ROWS
CREATE TABLE ... ON COMMIT DELETE ROWS
CREATE TABLE ... ON COMMIT DROP
