Add debug log when a memory consumer waits for spilling

Is your feature request related to a problem or challenge? Please describe what you are trying to do.

There is a wait to trigger for a consumer when it cannot acquire a minimum amount memory. Theoretically, there is possibility it could be an infinite wait and currently we have no log there to find out if it is happened.
