Rationale for this change
We want to allow the user to disable the metadata cache if they want to through CacheManagerConfig
What changes are included in this PR?
The PR bring in the necessary refactoring of the code. We need to make some changes to allow Option support.
Are these changes tested?
Pending though mostly covered by existing ones.Are there any user-facing changes?
