- Fix error class in start_fe.sh and start_broker.sh.
- Add log4j2.xml in fe/src/test/resources/ to run fe ut without log4j warnings.
- Reduce the test file size in be ut.

### What problem does this PR solve? Problem Summary: In the block decompressor, when it is found that the input data is less than 4 bytes (the header size of the large block), should set more_input_bytes instead of reporting an error. Co-authored-by: Socrates <suyiteng@selectdb.com>
