1. fix `test_auto_start_in_cloud` ， Occasionally fails due to issues
with the audit log plugin.
2. fix `test_clean_tablet_when_rebalance`, Occasionally, queries fail on
the ci pipeline, displaying the error "failed to send brpc when
exchanging".
