[FLINK-22168][table] Partition insert can not work with union all

What is the purpose of the change

Fix INSERT INTO partitioned_sink (e,a,g,f,c,d) SELECT e,a,456,123,c,d FROM MyTable GROUP BY a,b,c,d,e UNION ALL SELECT e,a,789,456,c,d FROM MyTable GROUP BY a,b,c,d,e.

Brief change log

In the PreValidateReWriter, there is a match case, only select and values are in this match.
But in SqlKind.QUERY, there are lots of query types.

We can add recursion method to PreValidateReWriter, solve set queries and order by.
