[KV] Bump the version of RocksDB to 10.2

Motivation

Currently, we use VVR's customized version 6.20.3-ververica-2.0 of RocksDB. However, since we do not use any of VVR's customized features (for Flink StateBackend), we should consider upgrading the RocksDB version to the latest community version 10.2 which may bring better performance and improvements.

This issue has been reverted in #1374

Currently frocksdbjni shares the same library name and symbol namespace as the community rocksdb, which creates version dependency constraints for Flink SDK clients.
Now isn't the right time to upgrade the rocksdbjni version. So we revert it first.
