Support Compacted format for Log Tables

• I searched in the issues and found nothing similar.

Motivation

We already supported supports compacted row as change log for Primary Key Tables in #2107. So we have a good foundation (like the CompactedLogRecord, MemoryLogRecordsCompactedBuilder) to support compacted row for Log Tables.
