Description of PR

YARN-11850. [JDK17] Remove JUnit4 Parameterized from TestRuncContainerRuntime.

In this task, we will remove the outdated JUnit4 dependency from TestRuncContainerRuntime, specifically:

• Identify and remove all references related to org.junit.runners.Parameterized.
• Update the relevant test code to ensure it no longer depends on JUnit4.
• Ensure that after removing the dependency, all tests still run successfully and the project's compatibility remains unaffected.
