Support Scan Planning in the reference Iceberg REST Catalog implementation

Similar to the new Events endpoint, #13580

It would be great to add the "scan planning" features that are already part of the IRC spec to the reference Iceberg REST Catalog implementation (iceberg-rest-fixture)

This is also related to #13005 to show that scan planning works E2E.

yes server side, as a feature implemented for iceberg-rest-fixture
