site: fix live loading in `make serve-dev`

As a followup to #14267, live loading doesnt seem to work for me locally.

i expect --watch . in mkdocs serve to watch for changes and reload

iceberg/site/dev/serve-dev.sh

Line 37 in 17e76f8

"${VENV_DIR}/bin/python3" -m mkdocs serve --dirty --watch . -f mkdocs-dev.yml

but its not happening

site/mkdocs.yml also specifies watch
