Closing this. The effort has moved to #3510 . Thank for for your help. Many of these commits were incorporated into my branch and helped me as I learned Bazel. |

Update Bazel rules for compatibility with Bazel
0.27. All changes should be compatible with the current Bazel version used by Heron (0.26). Updated docs and website as well.Updated Bazel version to latest release
0.28.1.0.28is a stable release, and does not have any breaking changes over0.27.
