[FEATURE] Fusing LeakyRelu post operator in Fully Connected symbol

Description

This change will enable fusing LeakyRelu operator and Fully Connected into single operator supported by oneDNN backend for both int8 and fp32 data types. The same change was added to v1.x branch with commit 54aae29
