NIFI-12627 Extract nifi-file-transfer from nifi-standard-processors

Summary

NIFI-12627

Extracts *FileTransfer base processors to a separate module in preparation for the extraction of the *SFTP processors planned in NIFI-11171.

I haven't done any refactoring. In order to decouple *FileTransfer from ListFile of the nifi-standard-processors bundle I needed to point to GetFileTransfer instead and copy a missing attribute value.
