[FEATURE] RPi 4B mount boot partition of SD card #16949

Users should have the option to mount the boot partition of the SD card during board startup to view the files.
Describe the solution you'd like
A Kconfig option that when enabled, allows the user to mount the boot partition of the SD card to NuttX so that it can be interacted with through file system operations (ls, cd, etc.). Depends on #16948.
