[Feature] Paimon's snapshot should support store summary property

• I searched in the issues and found nothing similar.

Motivation

While integrating Paimon with Fluss, I want to store some summary property to record the current Fluss tiering status when Fluss commit a snapshot . But Paimon haven't supported it, I think we can introduce a summary property into snapshot just like iceberg does.
