What changes were proposed in this pull request?
Fix BUILD caused by #40168.
This is not intentional when a PR changes stuff where another PR replies on old code but already pass the tests. In this case if either PR is merged without causing a conflict then another PR can be merged without knowing that it will cause a BUILD break.
