Otherwise we cannot add jars with drivers after the fact.

Test build #30438 has finished for PR 5543 at commit d9930f3.

  • This patch passes all tests.
  • This patch merges cleanly.
  • This patch adds no public classes.
  • This patch does not change any dependencies.
