fix: Filter Bar scrolling #12156

SUMMARY

This PR fixes bug in Filter Bar. When there was many filters added, Filter Bar scrolling did not work properly, as presented below.

BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF

Before:
filter_bar_scrolling_before

After:
filter_bar_scrolling_after

TEST PLAN

Set feature flag DASHBOARD_NATIVE_FILTERS to true.
Go to Dashboards, choose one and create a bunch of Filters. Try to scroll Filter Bar up and down.

ADDITIONAL INFORMATION

  • Has associated issue:
  • Changes UI
  • Requires DB Migration.
  • Confirm DB Migration upgrade and downgrade tested.
  • Introduces new feature or API
  • Removes existing feature or API
