Initial refactor of AsyncQueryManager in order to consolidate logic that can be further customized downstream.
GLOBAL_ASYNC_QUERIES_REGISTER_REQUEST_HANDLERSwith default ofTruethat controls whether or not so set cookies for each request when AsyncQueries are enabled.
