Update CI rule names

The current CI names still uses core and gui which are out dated. we should update them.

There is no way to do this change with in a single PR. as we cannot change the CI requirement and the CI runs in one PR.

I am going through a two-step way:

• use one PR to add a copy of the CIs with new names, change requirement to new CI names.
• use a second PR to remove the old CI runs.
