Close the stream after STOP_SENDING received

https://quic-tracker.info.ucl.ac.be/traces/20180322/144 sends a STOP_SENDING frame on stream 2 in packet #8. An implementation should close the connection, ATS does not. Note that there is a bug in this test which prevents the sending of ACKs past packet #8.

It's not directly related to this issue, but now ATS respond to STOP_SENDING with a RST_STREAM on all streams regardless of directions. 9e07120

Connection doesn't need to be closed. STOP_SENDING is for streams.
