MAX_UDP_PAYLOAD_SIZE is not configurable

MAX_UDP_PAYLOAD_SIZE (MAX_PACKET_SIZE on draft-27) is not configurable, and ATS always use the default value (65527). Because of this, ATS doesn't. send the TP.
