Dormant PRs and Issues

This tracks items (PRs and Issues) which at least one contributor considers worthwhile, but is unlikely to be merged/resolved any time soon. Items tracked here should be in the closed state. Each item should be in it's own post, with the title of the item and a link to it. The title should have "PR:" or "Issue:" as a prefix.

This is a proposal for a way to declutter our open PRs and Issues. We can discuss it in the weekly meeting. I'm putting one PR in it as an example.
