This patch removes the use of matrix parameters from the stale_response plugin. This change prepares for the core's removal of the TSUrlHttpParamsGet/TSUrlHttpParamsSet API since the matrix parameter values will be included in the TSUrlPathGet/TSUrlPathSet API.
