Add tests to exercise user_agent certificate requirements in records.config and ssl_server_name.yaml.
Fix an error with the return value of the ATS callback for the user agent certificate verification that would fail in some cases.
Changed the server.pem/key to make it different from the signer,pem/key to enable the test case of a poorly signed user agent cert.
The two test files differ on whether the default is records.config is to require a user_agent certificate or not. The ssl_server_name.yaml specifies the opposite for a fqdn.
