This reverts commit 422e810.
This is an attempt to stabilize the issues after #4213, and also to verify that eliminating this code path is indeed a fix. We're contemplating an option for 9.0.0 (#6038) to essentially turn off this same code via configurations (I'm somewhat dubious to that).
