PR apache#9054 broke hostdb behavior for TSHttpTxnServerAddrSet(). This fixes the behavior and adds a regression test for the API. (cherry picked from commit 36d1f84) Conflicts: mgmt/utils/CMakeLists.txt proxy/http/HttpTransact.cc Co-authored-by: Brian Neradt <brian.neradt@gmail.com>
