This PR cleans up some legacy CI files and robustifies the CI for spot failure by marking a stage as success then retry on the on demand node.

files are generated via generate.py under ci/jenkins. The unity testcases are still not run under the same infra yet, so moved to use non-spot for now. Once we finish cleanup, we potential can move some of the relax tests into the current gpu test cases |
