[AutoScheduler] Fix the occasional crash caused by split memo #6883

Sharing SplitFactorizationMemo among many threads causes occasional crashes.
This PR fixed the problem by simply not sharing it.
Now each thread will have its own copy. I don't see any performance degradation.
