With the recent changes to Travis CI pricing it seems prudent to migrate to a different CI service. Continuing to use Travis CI would require either requesting a portion of the OSS allotment (which may not be approved), or use a paid plan (maintaining current build performance would be prohibitively expensive).

GitHub Actions seem to be the most viable Travis CI alternative.

This migration will need to be completed before Travis CI build credits run out.
