This PR introduces a memory-map compatible file format similar to that in apertium/lttoolbox#119

TODO before merging:

  • generate a .so file for the Python bindings to link to (rather than recompiling)
  • see about having multiple rule fsts in the file so we can auto-section like lt-comp (see fra-cat for a case where this would be good)
