Fix small bug with personalized points goal

• Personalized points goal checks that the goal is more than the required points for a module. However this happens AFTER the points goal is saved. This fixes that

What?

Prevent the creation of points goals that are below the required amount of points for a module

Why?

Not good UX

How?

Return out of the code that saves a points goal before the points goal is created or updated
