[Announcement] Initial formation of the Project Management Committee

As the Community Governance Proposal was approved and merged, we need to sort out the initial list of PMC members since the community rely on the PMC to drive things like normination of committer/PMC, conflict resolution, etc.

Since there is no PMC member right now, we could not follow the rules described as How to become a PMC member, so I (as the project founding member) will norminate a group of people who had great impact on the project to form the initial project management committee. Future PMC members shall be normiated and voted following this rule.

kezhenxu94	Zhenxu Ke	Tetrate	Zhenxu became apollo contributor since Dec 2018 and have contributed major features like introduce flyway database migration tool, introduce javax.validation for parameter validation, add ConfigChangeListener with optional interested key prefixes and support comparing configurations among clusters, etc. He is active in open source communities and is a member of several organizations such as Apache SkyWalking PMC, Apache Incubator PMC, SkyAPM, ServiceMesher, etc.
nobodyiam	Jason Song	Ant Group	Jason is the founding member of apollo and has been contributing to this project since Feb 2016.
