This will really really fix #579. We got an M1 machine that I can ssh into to confirm that it works instead of relying on user testing to build from source.
This works by specifying OpenSSL v1.1 as the version to vendor instead of the default LibreSSL that was being vendored byu our GitHub Actions runner.
