[Request]: Add plugins subcommands #571

Feature or enhancement request details
It would be neat (and helpful) to view the currently loaded plugins in the APIServer and get some status on them in some form. It would also be neat to support loading a new plugin without restarting the daemon via a container plugin load foo or similar.
