Add HOCOCR2 system register definition, reflecting the Group User's Manual, this Renesas technical update, and the definitions in the renesas/fsp repo. This register configures the frequency of the High-Speed On-Chip Oscillator (HOCO), which is an oscillator source for the system clock.
