This commit introduces label filtering to the PR list view, allowing users to filter pull requests by labels, including options for AND, OR, NOT, and ONLY logic, as well as filtering for PRs without labels. Co-authored-by: meta.alex.r <meta.alex.r@gmail.com>

Add label filtering to the PR list view, allowing users to quickly find and organize PRs by their assigned labels and improve workflow.
