chore: fix formatting and repo name extraction in changelog script

Description

This update addresses a few improvements to the changelog linkification script:

• Removed unnecessary whitespace in comments.
• Used line.rstrip() in re.sub() to improve line formatting.
• Ensured the repository name is correctly extracted by checking the path structure.
