What this PR does / why we need it:
8 in a series of PRs for improvements. This implements DRY principle with a new action that sets up caching conditionally, Added to all necessary places. This change cuts additional 2 minutes after cache is created in jobs where it's used
Notes for maintainers
Should be easy to review as it's a simple copy/paste replacement of current go setup action usage
