Adding a new translation

1. Fork this repository
2. Create a new folder at the root of this repository. Name it after the language.
3. Copy files under english to it.
4. Translate the content of those files.
5. Create a pull request to merge your fork into this repository.
6. Find a reviewer to approve the copy from the community. This is mainly to ensure that the best copy goes in.
