This updates the command to get the timezone using Django's utility instead of pytz.

This also modifies the
coverageconfiguration file to include management commands in coverage reports.I also noticed flakiness on the
test_spacetest when the new test runs first which ended up being a problem with thecaplogfixture similar to #680. So I added anautousefixture to thecommontests that avoids resetting the root logger from any management command.Connected to archivematica/Issues#1670
