• Switched from using setup.py to pyproject.toml for defining the project,
  due to setup.py being phased out in Python infrastructure.
• Making some steps to be PEP-8 compliant.
• Fixed deprecation warnings from NumPy.

A useful release

This release represents the modelestimator version (with some tiny polishing) which I used for my ISMB 2019 presentation.
