Now that talib and tulip indicators are auto-loaded if present, we are no longer dependant on specific versions of the modules to be installed. For this reason I've removed the specific version instruction from the "Installing on Windows 10" and then created general information on how to install the indicators on each indicator's page. This is necessary now as tulip indicators is called "tulind" not "tulip" and some people are having difficulties getting it functional. Address #1505
