Microsoft.Extensions.Caching.SqlConfig.Tools and Microsoft.DotNet.Watcher.Tools are missing from the fallback archive

Ran in to this as part of my verification. SecretManager and Scaffolding are part of the fallback archive, but Microsoft.Extensions.Caching.SqlConfig.Tools (dotnet-cache) and Microsoft.DotNet.Watcher.Tools (dotnet-watch) aren't.

Seems like an oversight rather than a conscious decision to exclude these packages. Would be good to address this for 2.0.0
